If you manage a commercial building in Denver, Aurora, or Boulder, you’ve probably gotten a deficiency report after an inspection and wondered how fast you actually need to act on it. The 2026 edition of NFPA 25 answers that question with actual numbers for the first time, and it’s worth understanding before your next inspection lands in your inbox.

The New Deadlines: 30 Days for Critical, 90 for Everything Else

Previous editions of NFPA 25 told owners to correct deficiencies “promptly,” which left a lot of room for interpretation. The 2026 edition adds specific annex guidance: critical deficiencies should be corrected within 30 days, and noncritical deficiencies within 90 days. Impairments, meanwhile, still need to be addressed as soon as practical, which in practice usually means immediately.

This guidance lives in an annex section rather than the mandatory body of the standard, so it’s not enforceable word-for-word the way a code requirement is. But annex language in NFPA standards tends to become the benchmark that AHJs, insurance carriers, and fire marshals point to when they’re deciding whether an owner acted in good faith. If your building sits on a 30-day-old critical deficiency with no work order, that’s a much harder conversation with your AHJ than it used to be.

What Counts as Critical vs. Noncritical

The distinction matters because it sets your clock. A critical deficiency is generally one that would prevent the system from doing its job in a fire: a closed control valve, a failed fire pump, a main drain test that shows a significant pressure loss, or corrosion severe enough to threaten pipe integrity. A noncritical deficiency is something that needs fixing but doesn’t compromise system performance right now: a missing inspector’s tag, a sign that’s fallen off a valve, minor paint or labeling issues.

Your inspection report should already flag which category each item falls into. If it doesn’t, that’s worth asking your inspector about directly, because the category determines whether you’re working against a 30-day or 90-day clock.

For multi-building portfolios, this classification also affects how you prioritize maintenance spending across properties. A property with three noncritical items and a 90-day window can wait for a scheduled visit. A property with one critical item needs a technician dispatched now, even if it means an unplanned trip. Sorting your open items by category before you decide where the budget goes will save you from either overspending on rush service or underreacting to something that actually threatens system performance.

Frozen Systems Are Now Classified as Impairments

This is the change that matters most for Front Range buildings specifically. Under the 2026 edition, any system with ice present in the piping between the water supply and the discharge devices is now classified as an impairment, not a deficiency. That’s a meaningful shift. An impairment triggers a different, more urgent response: fire department notification for both planned and emergency scenarios, and an evaluation of whether a fire watch is needed while the system is down.

Denver’s freeze-thaw cycles are hard on commercial sprinkler systems, particularly in unheated mechanical rooms, loading docks, and older buildings where antifreeze loops haven’t been tested recently. A frozen branch line used to get logged as a deficiency and handled on the next service visit. Now it needs the same notification protocol as a shut valve or an offline fire pump. If your building has any history of freeze issues, this is the year to get ahead of it before the first hard freeze rather than after.

What This Means for Your Next Deficiency Report

Practically, this changes how you should read a report the moment it lands. Instead of filing it and scheduling repairs whenever it’s convenient, start by sorting the line items into critical and noncritical, and put a date on your calendar for each: 30 days out for critical items, 90 for the rest. If your inspection contractor doesn’t already provide that breakdown clearly, ask them to.

It’s also worth building the correction window into how you budget for the year. Noncritical deficiencies are the ones that tend to pile up when there’s no forcing function, and a 90-day standard gives you a reasonable amount of time to bundle smaller repairs into one service visit instead of paying for a truck roll every time something minor comes up. Critical deficiencies don’t have that luxury. If a report flags something critical, the right move is to get a technician scheduled that week, not that quarter.

What This Means for Your Building

If you’re holding a deficiency report right now and you’re not sure which items are critical, don’t guess. Call your inspection provider and get clarity before the clock you didn’t know you were on runs out. And if your building has had freeze-related issues in past winters, get your antifreeze loops and unheated piping runs checked well before the first cold snap this fall so a frozen line doesn’t turn into an impairment notification to the fire department.
